Certificate Program in Human Resource Development and Management
Human resource management has evolved into a wide range of complex responsibilities and strategic activities that are central to achieving a successful organizational climate and culture. UC Davis Extension's program is highly regarded by local employers for its real-world focus, immediate applicability, and up-to-date information. This program will help you achieve your goals, whether they be to develop new HR skills or keep abreast of the latest HR practices, and is approved for 240 credit hours toward PHR and SPHR recertification through the Human Resource Certification Institute (HRCI). Certificate Requirements
Courses may be taken individually or as part of a certificate program. Participants will be awarded a Certificate in Human Resource Development and Management upon the successful completion of 24 units (21 required, three elective) and submission of the application form and fee. Courses are typically offered in the evenings, to better serve the needs of working professionals. It is possible to complete this program in a year or less. Tuition for the entire Human Resource Development and Management Certificate Program is $5,050 to $5,850, depending on when you enroll. The certificate application fee ($45), textbooks and parking are not included in the tuition fee.

Join other human resource professionals for an in-depth look at the strategic contribution of human resource management to the total business enterprise. Learn essential strategies to combine human resource theory with practice.
Focus on department design and
staffing as well as the human resource manager's role in motivation,
morale and
influencing organizational productivity. Explore ways to plan for and
meet
staffing needs, examine compensation and benefit practices and trends,
and
discuss the effects of legislation, professional standards and a union
environment on the operation of the human resources function.

Employee Recruitment and Selection

Organizational effectiveness is directly related to the caliber of an organization's employees. Poor hiring decisions result in costly and time-consuming problems related to performance management, employee relations and productivity issues.

Law and Human Resources

The changing nature of laws governing employee relations and escalating damage awards demand that management clearly understand workplace regulations. This course provides a solid foundation in current federal, state and local regulations applicable to the workforce. Topics include laws related to hiring, promotion, wages, discipline, documentation, record keeping, privacy and grievances. Emphasis is placed on achieving compliance and maintaining management control.

Effective Performance Management
3 quarter units academic credit, X424.21. 30 HRCI Hours.
One of the most critical areas of employee relationships-and one of the biggest challenges faced by management today-is conducting effective performance appraisals and determining appropriate merit increases. Learn how to give performance appraisals that help motivate employees to achieve higher productivity. Discover how to:
- establish performance criteria
- use various appraisal formats
- conduct a meaningful performance discussion
- initiate on-going coaching
- avoid common mistakes made by managers in evaluating their employees
- encourage the role of employees in preparing for performance discussions
Since both managers and employees often view performance appraisals with anxiety, attention will also be given to preparing for and conducting performance discussions that are objective, complete and defensible. You'll also share experiences and participate in various exercises to better understand how to get the best possible performance from employees.

Organizational Development

Change-management, problem-solving and systematic planning can increase individual, departmental and organizational effectiveness. Learn the elements of a successful organizational development program, including a variety of strategies for intervention grounded in modern management and behavioral science.
Discuss the history and development of organizational development, including its underlying assumptions, values, theories, concepts and ethical considerations. Discover ways to improve organizational communications while utilizing and developing human resources, and gain skills in customer relations, group effectiveness and employee satisfaction.

Compensation Management
3 quarter units academic credit, X424.31. HRCI Hours.
Learn the various components of employee compensation systems and their role in attracting and retaining good employees. You will learn how to develop and evaluate employee compensation systems that serve the needs of the workforce and the organization. Major areas covered include:
- historical and legislative relationships with the evolution of employee compensation systems
- compensation systems that relate to individual and team approaches
- key elements pertaining to job analysis and the relationship to employee compensation systems and organizational structure
- unique ways to establish incentives and bonus programs that maintain internal equity and are in compliance with legal requirements

Training Design and Delivery
3 quarter units academic credit, X424.24. 30 HRCI Hours.
Learn the concepts and skills needed to design and deliver effective training: conduct a needs assessment; develop measurable learning objectives; design creative, learner-centered curriculum; and determine training effectiveness.
Build upon the foundation of adult learning theories with concept sequencing and presentation, interactive design strategies and training design management. Create an interactive learning environment using experiential training methods, facilitate effective group interaction and identify appropriate training activities and materials to enhance comprehension, retention and application of training material.

Introduction to Employee Benefits

Familiarity with the fundamentals of employee benefits is essential for your success as a human resources professional. Become knowledgeable about the various aspects of pension and profit sharing plans, COBRA and ERISA requirements, health and life insurance options and self-insurance issues.
Learn about flexible compensation plans, defined contribution plans and pre-tax deductions, leave of absence policies, disability plans, paid time off, employee assistance programs and methods for funding employee benefits.
