Climate Change Adaptation Planning
Climate change resulting from elevated concentrations of greenhouse gases is already underway and will continue. While the initial response to climate change appropriately has been to define greenhouse gas reduction approaches, planners must adapt to the effects of our warming climate.
Discuss how local and state governments should plan for changing climates and what planners and environmental professionals should do in response. Focus on community-level responses involving public infrastructure, land use planning and project environmental review.
Topics include:
- Current information about climate change predictions and uncertainties in California, including sea-level rise, changes in flood hazards, snowpack reduction, wildfire risks and other effects
- State and federal efforts to respond to climate-related risks
- How to determine climate vulnerability risks for communities and infrastructure, including climate risk assessments
- Approaches for adapting city and county general plans and climate action plans to potential climate-related changes in water supply, sea level, flooding, public health and ecological conditions that could affect communities
- Current CEQA approaches for addressing climate vulnerability and adaptation in environmental reviews
- Lessons from climate adaptation efforts around the globe
Instructor(s):
Curtis Alling is a vice president of EDAW, Inc., in Sacramento. With 23 years of experience, he is an expert in the practice of CEQA and NEPA, and has prepared more than 500 EIRs, EISs, MNDs and other environmental planning documents.
