Natural Resources Management


U.S. Bureau of Land Management

A team of UC Davis Extension instructors and outside consultants developed intensive courses to meet the BLM's need for multi-disciplinary training and helped the BLM update its long-range plans.

The need: Due to Congress’ mandate in 2000, the BLM needed to train its multi-disciplinary professional staff to create and update comprehensive, long-range plans for multiple-use lands, national monuments and other properties.

The solution: UC Davis Extension recruited a team of course developers to deliver this four-day intensive course at various locations in the western U.S. In association with the consulting firm ICF International, UCDE taught an award-winning series of courses in natural resources assessment, inventory and mapping; land use planning and conceptual design; and environmental review/impact evaluation under NEPA. The course involved a series of hands-on mapping and analysis exercises.

Meet the instructors: Ron Bass, J.D., AICP, is a leading authority on NEPA and CEQA. He is a principal at ICF International in Sacramento and conducts professional seminars throughout the U.S. and abroad on environmental assessment procedures. He is coauthor of CEQA Deskbook and The NEPA Book, two textbooks on environmental compliance.
Ken Bogdan, J.D., is a principal and senior environmental counsel for ICF International in Sacramento. He specializes in issues regarding compliance with environmental laws and regulations, including CEQA, NEPA, wetlands and endangered species regulations. He has authored numerous articles and publications, including CEQA Deskbook, The NEPA Book and Wetlands Regulation.
Al Herson, M.A., J.D., AICP, is an environmental planner and attorney who has more than 25 years of experience in environmental consulting. He is the co-author of CEQA Handbook and The NEPA Book. He is also a Fellow of the American Institute of Certified Planners and the California Planning Roundtable.
Jeff Loux, Ph.D., is the chair of the Science, Agriculture and Natural Resources Department at UC Davis Extension, and adjunct faculty in the Department of Landscape Architecture, UC Davis. Loux has 25 years of experience in land use planning and natural resources policy, much of it as a facilitator or mediator of complex multi-party negotiations.
Antero Rivasplata is a senior environmental planner with ICF International in Sacramento. Prior to assuming that position, he was the chief of the state clearinghouse in the governor’s Office of Planning and Research in Sacramento. He has extensive experience with CEQA and state planning law.
