EIR/EIS Preparation and Review

Many projects are subject to local, state and federal environmental review and noticing requirements. Learn how to increase efficiency and reduce redundancy by addressing the requirements of both CEQA and NEPA with a combined EIR/EIS document. In this hands-on course, you will gain exposure to CEQA and NEPA, as well as methods for meeting the requirements of both with a combined environmental document. Antero Rivasplata is a technical director who specializes in CEQA compliance and general plan preparation with ICF International. He has worked as either project manager or CEQA adviser on a variety of projects, including CEQA-NEPA documents for transportation projects, EIRs for general plan updates and NEPA documents for federal and local agencies. He is a co-author of the 2012 update of the CEQA Deskbook published by Solano Press, a member of the American Planning Association, the American Institute of Certified Planners and the Association of Environmental Professionals, as well as the editor for its quarterly publication Environmental Assessor.
Megan Smith is an environmental counsel and senior water resources project manager with ICF International. She has specialized in preparation of large-scale environmental compliance documents that include environmental impact assessments, extensive interagency coordination and complex regulatory permitting elements. She supports ICF’s Environmental Education program, teaching coursework on a variety of environmental compliance topics. She also has six years of experience as an attorney for federal and county agencies, and seven years of experience with real estate development, design and construction.
