Annual California Housing Law Implementation and Updates

Online

California housing law continues to evolve to address the critical housing shortage. This course is designed for planners and public employees, as well as developers, architects and engineers interested in recent code changes, creative housing policy ideas, and ongoing housing planning requirements. Through lecture and class discussion, where the broad spectrum of experience and opinions of students will be welcomed, students will learn about:

the recent and ongoing code changes directly impacting local communities from the state level,
some ways that communities have worked cooperatively and creatively to respond and adapt to legislation and local needs for a variety of housing types, and
insights on regular processes and documents utilized for housing planning such as Housing Elements and General Plan Updates.

By the end of this course, students will possess a stronger understanding of recent housing policy updates for California, have a menu of strategic housing policies to consider, and gain technical information on the requirements of major housing planning documents.

This is an online, remote learning course, which consists of content and curriculum that is taught with pre-recorded and real time lectures, in addition to real-time lecture/Q&A sessions with the instructors. Pre-recorded lectures and live sessions are accessed via our Canvas learning system and Zoom.

This course is open November 15 – November 17, with a live session on November 17 1:00-3:00 PM PST.

We allow registration through the 12:00 PM PST (noon) on the first day of the course. We cannot extend course access beyond 11:59 PM on 11/17, so students pursuing a late enrollment acknowledge that they will have less time to complete the materials. Dan Cucchi

Dan Cucchi is a senior associate with Abbott & Kindermann, Inc., and provides legal services for the firm’s land development, public agency and industry practice groups. His practice areas include land use, CEQA, municipal law, real estate, natural resources, administrative and business law. Mr. Cucchi assists with the firm’s representation of public agency and private clients, including cities and counties, air districts, developers, and industrial and agricultural landowners in matters relating to land use entitlements, planning and zoning laws, CEQA, conservation grants and easements and litigation. He has also been a speaker at both national and state conferences for the American Planning Association, speaking on climate change and improving the agency/public communication process. He is currently the Programs Director for the Sacramento Valley Section of APA California.

Danielle Foster

Danielle Foster , has been in the affordable housing industry for over 20 years, including 15 years with the City of Davis in planning and housing roles, including managing state and federal grants programs and affordable housing development and rehabilitation. Ms. Foster then worked for three years at the City of Roseville as Housing Manager and Executive Director of the Roseville Housing Authority. During her time in Roseville, hundreds of affordable units were developed and hundreds more were put into predevelopment and construction. Ms. Foster worked to build partnerships in the community and through the Roseville Homeless Response Team was able to lead in facilitating local reductions to homelessness. In the past two years, as Housing Policy Manager for the City of Sacramento, Danielle has assisted in facilitating streamlining of housing development in the city, improving systems collaboration work, and during COVID has been on the frontlines of creating shelter response programs and new affordable housing opportunities. Ms. Foster continues to seek ways to further housing locally. She holds a Bachelors in Community and Regional Development from the University of California, Davis and a Masters in Public Administration from the USC Sacramento Center. Ms. Foster has been a Sacramento resident for over 15 years and is excited to collaboratively serve her community in furthering the goals of housing and affordable housing production, working to ensure a safe and affordable place to live for all members of the community.
