Water Quality Regulation and Permitting

Review California water quality regulations, relevant provisions of California state law and regulations and the federal Clean Water Act. During this interactive workshop, instructors will provide case studies, strategies and recommendations for effectively meeting agency requirements. Topics include:

  • A regulatory overview of the federal Clean Water Act
  • The California Porter-Cologne Water Quality Act
  • Basin planning and waste discharge requirements
  • National Pollutant Discharge Elimination System permits
  • The jurisdictions of key agencies such as the California Environmental Protection Agency and state and regional water boards

This course will also cover recent updates and changes in California water quality regulations.

Instructor(s)

Alexa La Plante, M.S., is a senior environmental scientist with PG&E, where she serves as the program manager for their drinking water and municipal stormwater facilities in the Hazardous Waste and Water Quality Program. She also assists PG&E with developing company procedures for construction dewatering. Previously, La Plante was a senior water quality specialist at ICF International, where she managed several water resources projects throughout California and assisted clients with hydrology and water quality analyses and permitting. 
Michael Vondergeest is a regulatory compliance specialist and project manager with ICF International, a consulting firm specializing in environmental planning and natural resource management. He specializes in permitting for projects that require compliance with CEQA, NEPA, Sections 401 and 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, Sections 1600-1616 of the California Fish and Game Code, and federal and state endangered species regulations. Vondergeest helps to develop permitting strategies and implementation plans for sensitive water resource projects.
