VMT Analysis in the SB 743 World

The vehicle miles traveled (VMT) conditions of SB 743 became effective on July 1, 2020, requiring the use of VMT as the primary metric of transportation impact analysis under CEQA. While a measure of VMT has been used in air quality and greenhouse gas analysis for years, its application as a metric of transportation impacts is new and technical practices are still being developed. This course has been developed to assist staff from local jurisdictions, state agencies and private CEQA practitioners in better understanding how to apply these new standards to their projects.

Through lecture and engaging Q&A sessions, you will learn the fundamentals of SB 743 requirements and explore the quantitative underpinnings of VMT analysis. By the end of the course, you will fully understand how VMT requirements apply to your projects and will know how to develop practical VMT practices and mitigation measures that are consistent with CEQA expectations.

Section Notes

This is an online, remote learning course, which consists of 6 hours of content and curriculum that is taught with pre-recorded lectures as well all mandatory live Zoom session with the instructor(s). Pre-recorded lectures and live sessions are accessed via our Canvas learning system and Zoom. This course is the same length as a standard 1 day, in-person course, please be sure to plan your schedule accordingly.

This course is open August 19 – August 23, with live sessions on August 22, 2:00-4:00 PM PST.

We cannot extend course access beyond 11:59 PM on last day of class, so students pursuing a late enrollment acknowledge that they will have less time to complete the materials. Julie Morgan

Julie Morgan has more than 20 years of local and regional transportation planning experience, with particular emphasis on travel behavior forecasting, multi-modal transportation planning and operations analysis and infrastructure funding. Her current focus is on helping local agencies throughout northern California as they implement Senate Bill 743 and shift their environmental review methods to vehicle miles of travel (VMT). Ms. Morgan leads the Fehr & Peers statewide working group on SB 743 implementation, and has been working with more than a dozen regional and local agencies to develop VMT policies, thresholds and analysis tools. She also specializes in leading nexus studies for impact fee programs that support the construction of multi-modal transportation infrastructure, and has developed successful local and multi-jurisdictional regional fee programs for more than 25 California jurisdictions.

Richard Walter

Richard Walter has 30+ years of experience in environmental planning, compliance strategy, permitting, and mitigation development and implementation. He has worked on numerous controversial and complex environmental planning and compliance projects. Rich has directed and participated in environmental impact assessment, alternatives analysis, and permitting processes for a variety of proposed developments. Rich also co-leads ICF’s California municipal climate action planning practice includes advising municipal and private clients on the development of policies dealing with climate change, general plans, regional transportation plans and NEPA/CEQA analysis of climate change impacts. He has been working with VMT quantification since 2008 as part of greenhouse gas analysis and has coordinated VMT evaluations under the 2018 CEQA Guidelines for land use projects, rail, and roadway projects.
